The Digital Solidarity Agency was established with the view of providing the support and the tools needed by all stakeholders, in particular cities and local governments, to fully implement commitments made at the World Summit on the Information Society (reduction of the inequalities in the access, sharing, and production of information through a solidarity that promotes employment as well as wealth). 
The Agency provides technical support to local authorities wishing to use ICT in decentralized cooperation projects, informs and councils on the appropriate technological approaches conducive to broadening the benefits of the Information Society. Acting as a catalyst in the implementation of projects, it facilitates cooperation between project managers, expertise, donors and international cooperation agencies, and any other contributing parties.

Their role in the proposed project will be mainly related to dissemination activities in order to raise awareness and to overcome the lack of information concerning the effective use of ICT for the energy savings with a specific focus on developing countries. Its experience in bringing together all relevant actors and create working partnerships between different societal components will stimulate networking and will encourage synergies between participants. The Digital Solidarity Agency will be involved in the steering committee.

Mr David MENCHI is currently Projects and IT manager at the World Digital Solidarity Agency and the coordinator of the social network of digital solidarity www.web2solidarite.org. He has gained experiences through different missions related to computer recycling :
 
- Realisation of a survey for assessing the stocks of second-hand professional computers on the urban community of Lyon for the establishment of a regional recycling process (ordisolidaire).
- Study of the opportunities to improve the informatics equipment of the District of Bamako (Mali) thanks to recycled computers  under a partnership of decentralized cooperation (grand Lyon - Bamako)
- Participation in the writing of the charter defining the national label "Ordi2.0", a national chain of collection, recycling and redistribution of computers in a process of social economy and environmental quality.
- Conducting a comparative study on the energy impact of new and recycled computers for the ICT21-EE meeting of Lisbon on June 19, 2009.
